The Kremlin said the two sides discussed "a wide range of bilateral and international agenda issues" as part of continuing high-level contacts between the countries.

According to the Russian ministry, Lavrov presented his own assessment of the war in Ukraine to Rubio and said further arms deliveries to Kyiv were "unacceptable."

"Lavrov again confirmed the Russian side's readiness for a political and diplomatic settlement of the conflict and its commitment to the proposals put forward by the American side during the meeting between [Russian President Vladimir] Putin and [U.S. President Donald] Trump in Anchorage," the Russian Foreign Ministry said in a statement.

Russian and U.S. officials also discussed "normalizing the operating conditions" of both countries' diplomatic missions. The two sides agreed to continue contacts between their foreign ministries, including within the framework of international organizations, the Russian ministry added.

Rubio and Lavrov held their first meeting since September 2025 on the sidelines of the Association of Southeast Asian Nations (ASEAN) summit in Manila, the Philippine capital. The talks lasted just 35 minutes.

The Russian delegation included Deputy Foreign Ministers Andrei Rudenko and Alexei Drobinin, along with Russia's ambassador to ASEAN, Yevgeny Zagainov. The American delegation included Under Secretary of State for Political Affairs Allison Hooker and U.S. presidential special envoy Sergio Gor.

Rubio, commenting on the upcoming meeting on July 22, said the United States wants "this war [in Ukraine] to end." He also said the war had "in many ways hindered the ability of Russia and the United States to find areas of agreement on other issues."

Rubio said on June 25 that no agreements were reached between the United States and Russia following the August 2025 meeting between Trump and Putin in Anchorage. Russian officials have repeatedly claimed there were "agreements" from the Alaska summit that could form the basis for a peace settlement in Ukraine.
