Rubio confirmed the meeting while speaking to reporters in Manila on Wednesday, July 22.
Asked about the planned talks with Lavrov, Rubio said the United States “wants this war to end,” referring to Russia’s war against Ukraine.
Russia’s war has “in many ways impeded the ability of Russia and the United States to find areas of agreement on other issues,” Rubio said. He added that Washington could “still work with Moscow in some areas.”
Ending the war would “also be good for Russia,” Rubio said, confirming that he would raise the issue during his meeting with Lavrov the following day.
Rubio and Lavrov are visiting Manila for events hosted by the Association of Southeast Asian Nations.
Lavrov had earlier said that the two officials would discuss the war in Ukraine, Russian propaganda agency Interfax reported.
The meeting follows Rubio’s statement that the United States and Russia reached no agreement during the August 2025 summit between Presidents Donald Trump and Vladimir Putin in Anchorage, Alaska.
“A proposal was made in Alaska. But it was never an agreement,” Rubio said on June 25.
His remarks contradicted earlier Kremlin references to the so-called “spirit of Anchorage,” a phrase Moscow used to imply that Trump and Putin had reached certain understandings.
Russia had suggested that Trump supported Moscow’s central demand that Ukraine withdraw its forces from the entire territory of Donetsk Oblast.
