Throughout the One Piece series, there have been countless Devil Fruits, which is to be expected considering they are the primary part of the franchise's power system. These fruits can range from weak to incredibly powerful, as some of the strongest and most important characters in the setting have been shown to use them.
Just so, it's pretty clear that not all Devil Fruits in One Pieceare built equally, as there are some whose potential is absolutely astronomical, but they belong to characters who are relatively weak. Sugar's Devil Fruit Is One Of The Series' Strongest
Fruit: Hobi Hobi no Mi
Sugar's Devil Fruit is not only the strongest fruit on this list, but it can comfortably sit as one of the most powerful Devil Fruits in all of One Piece. Through just a single touch, this Paramecia Type can turn its target into a toy that will remain subservient and will wipe all memory of that specific person from the minds of everyone who ever knew them, making it something that even the strongest characters aren't safe from.
However, the trade-off is that whoever eats the fruit stops aging, remaining the age they were when they first ate it. In Sugar's case, she remained in the body of a child despite being over 20 years old, which also meant that she could get scared and surprised very easily and even had no Haki. Once unconscious, everyone she had ever turned reverted to their original forms.
Haki Would Make Robin's Fruit Grossly Overpowered
Fruit: Hana Hana no Mi
Nico Robin has one of the coolest Devil Fruit abilities in the entire story, which essentially lets her create duplicates of herself or her body parts onto any surface that she wishes. Through her mastery of its applications, Robin has even made gigantic versions of herself that can destroy many weak enemies at once.
While not weak by any means, Robin is squandering the true potential of the Hana Hana no Mi due to her lack of Haki. By even learning basic Armament Haki, Robin's overall strength and utility with this Devil Fruit will skyrocket, so she must learn the power before the Final War officially commences, despite not even being a primary fighter of the Straw Hats.
Caribou's Logia Fruit Barely Does Anything For Him
Fruit: Numa Numa no Mi
Caribou was first introduced right after the time skip, where he managed to prove himself to be an incredibly unlikable and untrustworthy character. His fruit, the Numa Numa no Mi, turns his body into a swamp, effectively giving him the properties of mud to create and control to his desires.
While not the strongest of its category, the Numa Numa no Mi is still a Logia fruit, which automatically makes it a valuable Devil Fruit by all metrics, especially considering that it provides Caribou with an unlimited amount of storage. However, Caribou is laughably weak, as he doesn't even have Haki, was shown to be easily defeated by weak characters, and even stuffed inside a barrel which he couldn't escape from.
Caesar Had One Of The Strongest Logia Fruits
Fruit: Gasu Gasu no Mi
Just like Caribou, Caesar Clown had a Logia Devil Fruit, which automatically puts it as one of the stronger fruits in the series as a whole by default. In essence, this fruit gave Caesar the ability to turn into and fully manipulate gas, making it the strongest possible version of Smoker's fruit, as Caesar was shown to suck out oxygen from others, turn into gas, and create powerful fumes.
However, despite its obvious strength, Caesar had no qualms about not being a fighter of any kind. In fact, the true reason behind his notoriety is his brilliant scientific mind, which allowed him to conduct inhumane and cruel experiments to create powerful weapons. Due to his lack of Haki and will to be a fighter, Caesar wasn't particularly strong.
Orochi Was The Worst Mythical Zoan User In The Series
Fruit: Hebi Hebi no Mi, Model: Yamato no Orochi
One of the most miserable and pathetic characters in the entire series, Kurozumi Orochi had a notable Devil Fruit power belonging to the Mythical Zoan category. By far, Mythical Zoans are the rarest, most valuable, and often the strongest Devil Fruits in the series, even capable of making an incredibly weak character a formidable fighter.
Orochi, however, turned this gift of a Mythical Zoan fruit into something just as pathetic as him. Though, like all Zoans, this fruit gave him enhanced physical attributes, he didn't do anything with this power-up, and despite seemingly having many lives due to the nature of the fruit, Orochi still died in a very pathetic fashion.
Foxy Squandered One Of The Most Broken Abilities Ever
Fruit: Noro Noro no Mi
In any fictional setting, the ability to manipulate time and movement will always remain as one of the most powerful and broken abilities possible, particularly within a series like One Piece. Such a power actually exists and belongs to Foxy the Silver Fox, a hilariously useless pirate who only relies on cheating and underhanded tactics to get what he wants.
His Devil Fruit, the Noro Noro no Mi, allows Foxy to emit tiny particles that can completely slow down his targets to an incredible degree for around 30 seconds. In the hands of literally anyone else, this Devil Fruit would be an absolutely broken power, but with Foxy, it's just a fruit whose true potential was wasted by someone very weak.
