When Dragon Ball Super revealed the Beerus arc, the cosmology and lore of the franchise were greatly expanded upon, with powerful new figures being introduced. Although the more famous of these additions were the Gods of Destruction like Beerus, fans were surprised to find that these deities still weren't the strongest beings in the multiverse.
That honor instead goes to the Angels, who, due to their inherent ability to use Mastered Ultra Instinct, are the most powerful race in the Dragon Ballmultiverse that are chosen to attend to and teach the Destroyers themselves. However, despite their amazing power, there are a handful of characters who surpass them in overall strength.
Honorable Mention: The Grand Priest
The Father of the Angels
The Grand Priest is the father of the Angels across the multiverse. However, he exists in a category of his own, as he is far above even the strongest of his children in terms of power and is considered to be one of the top five strongest beings in the multiverse.
Despite his diminutive stature, the Grand Priest's mastery of Ultra Instinct is perfect, to the point where even someone as impossibly powerful as Whis would be unable to land a hit on him. All in all, the Grand Priest likely represents a level of power that Goku and the others will simply never be able to reach, as his strength dwarfs even his Angel children.
Super Shenron Simply Can't Be Bested by Anyone

The Dragon Balls themselves are the most coveted items in the series, but on a multiversal scale, the planet-sized Super Dragon Balls represent the greatest extent of wish-granting power. Fittingly, the being brought forth by collecting all of these orbs is Super Shenron, who is likely the most powerful figure in existence.
In all truth, while his power is limitless and no wish is too great for him to grant, Super Shenron isn't exactly a fighter, keeping him from attaining a higher rank. However, his size being far larger than multiple galaxies and his ability to grant any wish makes him the most powerful being of them all.
Zalama Is the Original Creator of the Dragon Balls
The Dragon God
A character in the Dragon Ballfranchise that is often forgotten about is Zalama, one of the most important and powerful beings in existence. The reason for his unrivaled power comes from the fact that he is known as the Dragon God who created the Super Dragon Balls in the first place, and, seemingly, Super Shenron as well.
Due to Super Shenron's power being limitless and his ability to grant any wish imaginable, provided that it's spoken in the Divine Language, most who remember Zalama tend to believe his strength is as high, if not even higher, than Zeno's himself. This would make the Dragon God the strongest being in the series, but fans can only wait and see if this is ever confirmed.
Grand Zeno Is a Destroyer God on a Multiversal Scale
The Omni King
The Divine Hierarchy of the Dragon Ball multiverse tends to place a Destroyer God at the top of each universe who is advised and accompanied by an Angel Attendant and a Kai. As such, Grand Zeno embodies this role on a multiversal scale, which allows him to erase entire universes from existence with just a wave of his hands.
Any power previously seen in the franchise looks completely inconsequential and laughable in front of Zeno, whose nature of destruction extends to entire timelines and universes with minimal effort. Because of this, Zeno's power is so far above the Angels that he can erase them without a thought, which even their Ultra Instinct couldn't help against.
Majin Rymus Is the Creator of the Entire Multiverse

It is said that the Demon Realm is vast and predates the original multiverse by countless eons. At one point, the ruler of the Demon Realm, known only as the Good Demon King, sent out his most powerful subject, Majin Rymus, to the overworld to create the multiverse as we know it today.
Next to nothing else is known about Majin Rymus, but seeing as he is still alive today and has the power to create many universes, his strength may just be the greatest in the franchise and the only real known counter to Zeno's unparalleled destruction, which would make them the perfect pair to rule the multiverse.
