Merz was responding to a statement by Azerbaijani President Ilham Aliyev, who claimed the meeting took place on Azerbaijani territory mid-July without the knowledge of the country’s authorities.
"I can give a very simple answer: I know nothing about such a meeting," Merz said at a joint news conference with Aliyev.
Merz declined to assess the usefulness of informal channels with Moscow. He said Germany, together with Ukraine and European partners, has for months tried to persuade Russian dictator Vladimir Putin to come to the negotiating table, but that Putin has refused.
"The responsibility for continuing the fighting lies solely with the Russian leadership," Merz said.
"Only the Russian government and the Russian president can stop this war, and only they can enter into talks, including peace talks if necessary."
He added that while Putin avoids negotiations, Germany has no option but to continue supporting Ukraine.
"He persistently refuses to do this, and as long as he does, there is no other choice than to keep helping Ukraine in its struggle for survival against Russian aggression. We will do that. We will do it in coordination with our European partners," Merz said.
