A Florida man on felony probation was arrested on July 14 outside a court-ordered drug testing facility after deputies discovered he had driven to the location on a suspended license and was carrying a device designed to defeat a drug screening.
James Shepard, 52, of Palm Coast was pulled over by a Flagler County Sheriff’s deputy as he arrived for his required class. Deputies arrested Shepard after confirming his license was suspended, which constituted a direct violation of his probation. Shepard was serving community control for previous felony convictions involving multiple burglaries and thefts.
During a subsequent search and transport, deputies discovered a concealed synthetic urine device—complete with a heating element and tube—strapped to Shepard’s groin area.
According to law enforcement reports, Shepard reported a shoulder injury while being transported to the detention center.
The deputy adjusted his handcuffs from behind his back to the front to accommodate the complaint. In-car camera footage captured Shepard removing the device from his pants using his repositioned hands and dropping it onto the floorboard of the patrol vehicle. When questioned by the deputy about the item, Shepard denied that it belonged to him.
Flagler County Sheriff Rick Staly issued a statement regarding the arrest and Shepard’s prior record.
“This pee-brain dirtbag had already been given the deal of a lifetime, walking around on community control when he should have been sitting in a prison cell for almost a decade,” Staly said. “Shepard terrorized our home construction businesses and had stolen enough appliances to open an appliance store but was only sentenced to community control when his own sentencing scoresheet had him eligible for a minimum of 9 years in prison. Now he has a stream of new charges after flushing away a second chance to turn his life around. Instead, he tried to trick the system. Now he needs to go to prison!”
Shepard was booked into the Sheriff Perry Hall Inmate Detention Facility. He faces charges of driving with a suspended license, violation of probation, defrauding a drug test, and tampering with evidence. He is currently being held without bond.
