A cop from the New Rochelle Police Department was accused of fabricating a false report of finding drugs on an innocent Black man. According to Lt. Sean Kane’s own body camera, it was quite clear that he was the one who planted a bag full of unknown narcotics near the man’s car and then framed him for felony charges.
The victim, Ivin Harper, has faced a similar incident before when another cop had levied the same false accusation of doing drugs on him. But this time, Harper, who works as a Black fitness instructor, chose to retaliate and filed a lawsuit. Challenging his second arrest, Harper blamed Kane and some other officials who falsely arrested him in a drug case in July 2024.
NY Cop Plants Drugs In Black Man’s Car
According to Harper’s lawsuit filed on July 13, 2026, Kane ‘fabricated evidence by planting drugs’ near him and then pretended that those belonged to the Black fitness instructor. The lawsuit further claims, “Additional officers then knowingly fabricated a police report claiming they saw Mr Harper throw a bag of drugs. Body-worn camera footage reveals this is false.”
Indeed, the body camera worn by Kane showed him holding a packet of white powder in his car while still inside the patrol car. According to reports, the cop did not realise that he had switched on the camera. He then drove to the area where Harper’s car was and simply planted the bag of drugs under the front driver’s-side tyre of the SUV.
Once back in his patrolling car, he falsely radioed a dispatch claiming that he discovered drugs in Harper’s vehicle. He could be heard saying, “It’s going to be one for felony drugs.”
No Indictment Against Accused Cop
Kane’s fabricated reporting and malpractice could have resulted in Harper being charged with a felony count that carries up to ten years in prison. However, higher authorities never really took any formal steps against Kane, despite his having frequently targeted the Black man.
Harper’s lawsuit states, “Mr Harper had previously been harassed and threatened by Defendant Kane. Kane also had a reputation in the community as a corrupt officer. Plaintiff feared Kane was approaching to frame him, arrest him without cause, or otherwise harass him.”
When Kane’s actions were discovered, a grand jury simply declined to indict him. A ‘No-True Bill’ was utilized for the same, and the authorities were not able to dig up any disciplinary records against him. The cop was not fired but simply demoted within the department until he resigned.
Black Man Became Repeated Victim Of False Accusations
In his lawsuit, Harper explicitly mentioned being falsely embroiled in narcotic-related cases. He was first arrested for the same in 2023 by Officer Jared Gramble. It was claimed that Harper had cocaine mixed in his protein powder, but it was a completely false accusation.
Moreover, the Black fitness instructor also mentioned that Lt. Kane specifically targeted him multiple times. The lawsuit further mentioned, “Specifically, there had been several incidents where Kane told Harper he was going to ‘get’ him or plant drugs on him. Defendant Kane has a history of misconduct and a lengthy disciplinary record.”
