U.S. Park Police officers responded to the intersection of 14th Street and Independence Avenue SW for a reported crash involving a pedestrian around 9 p.m. on July 5. Responding officers found 79-year-old Virginia Voight of Palmyra, New Jersey, with serious injuries in the road.

The Metropolitan Police Department (MPD) said that, according to the investigation, Voight was going east in the north crosswalk at the intersection on a motorized electric mobility scooter.

At the same time, a pickup truck was driving west on Independence Avenue. The driver turned right onto 14th Street and hit Voight.

MPD said that after the crash, the driver kept driving until a National Guard member intervened and detained him until officers arrived.

The truck’s driver, 55-year-old Michael Wayne Mills of Germantown, Md., was arrested at the scene and charged with driving under the influence of alcohol or drugs and leaving after colliding.

MPD said that additional charges may be pending.
