The newspaper noted that the agreement was reached as the United States began deploying maritime drones in combat. Earlier in July, U.S. unmanned surface vessels attacked an Iranian submarine at a naval base in the Strait of Hormuz.
The deal also followed U.S. President Donald Trump’s announcement that Ukraine would be allowed to produce interceptor missiles for Patriot air defense systems. However, the Wall Street Journal noted that White House efforts to gain access to Ukrainian technology have so far made limited progress.

Executives at ReconCraft and Uforce said the companies would provide materials, equipment and personnel under the agreement. ReconCraft co-founder Joe Silkowski said the partnership could eventually produce hundreds or even thousands of Magura vessels annually at facilities in Oregon and South Carolina.
Uforce CEO Oleg Rogynskyy called Ukraine’s authorization to manufacture Magura drones in the United States “truly significant.”
The parties did not disclose the value of the agreement.

Maguras are high-speed unmanned surface vessels capable of carrying about 770 kilograms (1,700 pounds) of payload over a range of more than 500 kilometers (310 miles). Depending on their configuration, they can cost less than $500,000. The vessels are primarily designed for strikes but can also launch aerial drones, conduct mine-clearing operations and tow sonar systems used to detect submarines.
In June, Bloomberg reported that U.S. special operations forces used Ukrainian Magura maritime drones against a decommissioned ship serving as a target during unannounced exercises in the Philippines in April 2026. It was the first test of the unmanned vessels in the Indo-Pacific region. Rogynskyy said at the time that Magura drones had sunk about 10 Russian warships during Russia’s war against Ukraine.
