Wielding perhaps the greatest weapon in the series, Yoru, which is the only armament that is simultaneously a Black Blade and a Supreme Grade Weapon, Mihawk cemented himself as Shanks' greatest rival and equal, and he stands at the pinnacle as one of the strongest pirates of all time.

Just like Mihawk, Shanks is a top-tier pirate whose strength comes from his Haki alone without the use of any kind of Devil Fruit power. Throughout the One Piece story, Shanks has shown the greatest feat of Conqueror's Haki in the modern era by incapacitating an Admiral from miles away, which alone could place him at the top of this list, since it shows a mastery of Conqueror's Haki that is the best since Joyboy himself. Although it's impossible to truly state where Luffy would place compared to Shanks, most fans still place Red-Hair as being the strongest pirate going into the Final Saga.
