Elbit Systems has unveiled a concept to convert standard commercial cargo vessels into drone carriers using a modular, turnkey kit. The Israeli defense firm published the pitch on its company blog on July 21, describing a package designed to host and operate nine to 12 of its Hermes 650 Spark Maritime fixed-wing unmanned aircraft from the deck of an existing merchant ship.
The conversion targets a practical problem facing navies and maritime security operators. Fixed-wing drones capable of extended surveillance and patrol missions need a basing solution when operating far from shore. Commercial vessels are available in large numbers, globally distributed, and do not require the same procurement timeline or cost as purpose-built warships.
Why it suits ship-based operations
The Hermes 650 Spark Maritime is a medium-altitude, long-endurance drone with a maximum takeoff weight of 1,433 lbs (650 kg). Its front-mounted engine gives it high power margins and a wide speed envelope, which Elbit says enables the short takeoff and landing (STOL) performance needed to operate from a ship’s deck without catapults or arresting gear.
The aircraft is also equipped with satellite communications, which is the feature that most changes the conversion’s logistics. Rather than requiring a full command-and-control center aboard the ship, the Hermes 650 Spark can be controlled entirely from a shore-based ground station. This reduces both the crew and the equipment needed on the converted vessel, keeping the modification as simple as possible.
How the conversion kit works
The package is described as turnkey, meaning a commercial vessel can be equipped without structural engineering specific to a given ship class. The kit provides the infrastructure to launch, recover, and support nine to 12 Hermes 650 Spark drones aboard a standard cargo ship. Elbit has not disclosed the weight or installation time of the conversion package.
The concept draws a deliberate parallel to World War II escort carriers, when the US Navy and Royal Navy converted roughly 130 cargo ships and tankers into light carriers to provide air cover for Atlantic convoys. The Hermes 650 Spark’s satellite control architecture means the modern version operates very differently from those ships, which required full onboard air wings and command staff.
Why navies need mobile drone bases
Military planners have identified the logistics of basing large numbers of fixed-wing drones far from shore as a growing challenge. Drone campaigns of sufficient scale may involve hundreds or thousands of aircraft across an extended theater, and existing naval airfields and dedicated warships cannot absorb that demand.
The Red Sea conflict has accelerated thinking on this problem. Commercial shipping has been threatened by drone and missile attacks for more than two years, and response missions have required persistent aerial coverage over vast stretches of open water.
Elbit is not alone in pursuing this approach. In January 2026, China demonstrated a cargo ship converted into a drone carrier using an electromagnetic catapult launch system for fixed-wing combat drones, according to satellite imagery analyzed by US defense observers. The Elbit concept uses STOL operations rather than catapults, lowering the engineering requirements but also limiting the size and weight of aircraft that can be deployed.
