Universe 7 is quickly becoming the most powerful universe in Dragon Ball's multiverse. Following the Tournament of Power, Goku and Vegeta have only gotten stronger, while other Z-Fighters and enemies have unlocked new transformations that surpass anything seen at the end of the Dragon Ball Super anime.
The strongest fighters in Universe 7 are God Tier, with or without God Ki, and the most powerful characters in Dragon Ball right now. Universe 7 is reaching a point where some Z-Fighters are even stronger than several Gods of Destruction, putting them far above entire universes.
Orange Piccolo is Said to Rival Ultra Instinct Goku
Piccolo may not have God Ki, but he's finally found a way to become a God Tier fighter: by abusing the Dragon Balls. In Dragon Ball Super: Super Hero, Piccolo wishes for Shenron to unlock his full potential. On top of giving Piccolo access to his new Ultimate form, Shenron also awakens Piccolo's Orange transformation.
Akira Toriyama said that Orange Piccolo was a way for him to make Piccolo rival Goku and Vegeta in power again, now that they've unlocked Ultra Instinct and Ultra Ego. This means Orange Piccolo is one of the most powerful fighters in Universe 7, even surpassing the likes of Granolah.
Perfected Ultra Instinct Goku Needs Another Breakthrough to Catch Up
Goku is the greatest martial artist who's ever lived, and he's always breaking his limits, but he's finally reaching the peak of what he can accomplish with Ultra Instinct. Several main characters have officially surpassed Goku at this point. With Perfected Ultra Instinct now fully mastered, there's just not much else Goku can do with the transformation.
In order to keep up with the strongest characters in Universe 7, Goku needs another breakthrough: either finding a way to evolve Perfected Ultra Instinct into a new variant, or by unlocking a new transformation altogether like Ultra Superhero from Xenoverse 2. Goku is by no means weak and can rise up to any challenge, but he's nowhere near the top of Unvierse 7's totem pole anymore.
Ultra Ego Vegeta's Power Level Only Keeps Rising
Vegeta has officially caught up to and surpassed Goku as of Dragon Ball Super: Super Hero. At the end of the movie, Vegeta actually manages to just barely defeat Goku, suggesting that he has a higher base Power Level. This is a huge win for Vegeta, especially in conjunction with his new Ultra Ego form, which makes him equal to Perfected Ultra Instinct Goku in terms of power.
That said, Ultra Ego makes Vegeta grow stronger the longer the form is active, and the more damage that he takes in battle, giving Ultra Ego far more potential than Perfected Ultra Instinct. Ultra Ego still hasn't been mastered, unlike Ultra Instinct, giving Vegeta so much room to grow, whereas Goku has hit his peak (for now).
True Legendary Super Saiyan Broly Has Amazing Potential
No Saiyan in Dragon Ball has more natural talent and potential than Broly. Broly has no formal training and spent his entire life living under harsh conditions with barely any food or water. Even with this disadvantage, Broly quickly surpassed Super Saiyan Blue Goku and Vegeta over the course of Dragon Ball Super: Broly.
Broly's Legendary Super Saiyan form is powerful enough to require Goku and Vegeta to fuse into Gogeta just to defeat him. True Legendary Super Saiyan gives Broly even more potential, allowing him to continue growing stronger and even surpass Gogeta eventually. With a little more training, Broly could become the strongest mortal in Universe 7.
Gohan Beast is the Most Powerful Z-Fighter
Dragon Ball Super hasn't been particularly kind to Gohan, but everything changed in Dragon Ball Super: Super Hero when he became the main character again and finally unlocked a new transformation. Gohan Beast was the only character strong enough to kill Cell Max at the end of the movie, and the Dragon Ball Super manga confirms Gohan Beast is even stronger than Perfected Ultra Instinct Goku.
In Dragon Ball Super Chapter 103, Gohan Beast beats Perfected Ultra Instinct Goku and stalemates True Legendary Super Saiyan Broly in a fight. Gohan also fights Vegeta, Goten, and Trunks in a battle royale that he's implied to win. Gohan is so strong now that Whis even thinks he has potential to become Universe 7's next God of Destruction.
Black Frieza is the Strongest Mortal in Existence
Frieza was essential in helping Universe 7 win the Tournament of Power, but power-wise, he fell off once Goku unlocked Ultra Instinct Sign and Vegeta unlocked Super Saiyan Blue Evolved. Everything changed when Frieza started exploring the multiverse after the Moro Saga and found a Hyperbolic Time Chamber. Frieza trained for ten years straight, mutating his Golden form into Black Frieza.
Black Frieza is the strongest mortal in the multiverse. In one hit, Black Frieza killed Awakened Gas, and then knocked out True Ultra Instinct Goku and Ultra Ego Vegeta at the same time. The Z-Fighters are currently training harder than ever just to catch up to Frieza. The full extent of Black Frieza's power is currently unknown, too. He could very well be just as strong as – if not stronger than – the Gods.
Super Saiyan Blue Vegito's Full Power is Held Back By the Potara Earrings
At the end of Dragon Ball Z, Goku and Vegeta used the Potara Earrings for the first time to fuse into Vegito. Vegito in DBZ was easily the strongest character in the series, and it wasn't until Dragon Ball Super when the introduction of God Ki allowed other characters to finally surpass Vegito. Naturally, Vegito is even stronger in Dragon Ball Super.
Even though Fused Zamasu is immortal, Vegito Blue is powerful enough to genuinely make him fear for his life. Vegito gives Zamasu an extreme beat down, but the Potara Earring has a massive drawback: it can't handle too much power. Vegito is strong enough to compete with the strongest fighters in the multiverse, but he only has a few minutes to secure the win. With unlimited time, Vegito would be borderline invincible.
Super Saiyan Blue Gogeta is Downright Overpowered
When Goku and Vegeta perform the Fusion Dance together, they become Gogeta: the strongest fusion in Dragon Ball. Dragon Ball Super: Broly implies that Super Saiyan Blue Gogeta would be able to fight Beerus and potentially even win. Although Gogeta has a shorter time limit than Vegito at just half an hour, Gogeta actually gets to use his full power without taking time away from his fusion.
This is despite the fact that Gogeta's full power in Dragon Ball Super: Broly is much stronger than Vegito's was in the Goku Black Saga. Gogeta also proves to be powerful enough to cause a dimension break while fighting Legendary Super Saiyan Broly. In Akira Toriyama's original draft for the movie, Gogeta even brings Broly to the face of the sun for their final battle, which is one of the most impressive feats in Dragon Ball.
Beerus is the Most Powerful God of Destruction in the Multiverse
Beerus is the benchmark Goku and Vegeta have been training so hard to reach. Beerus is far and away the strongest God of Destruction. He's a master of using Hakai, to the point that he's successfully trained Vegeta into a Destroyer, and the only God of Destruction who knows how to use Ultra Instinct.
In the Dragon Ball Super manga, all the Gods of Destruction fight each other in an exhibition match for Zeno. Beerus ends up being the most impressive fighter, effortlessly dodging attacks with Ultra Instinct while taking his opponents out. Quitela and Belmod are the only Destroyers who really rival Berus. It goes without saying that no one in Universe 7 can keep up with Beerus, save for possibly Gogeta or Black Frieza.
Whis Will Never Be Defeated
The Angels are simply in another tier of power compared to Dragon Ball Super's most powerful characters. Every Angel is the strongest warrior in their respective universe, but Whis really shows off what they're capable of. Whis has perfect mastery of Ultra Instinct, helping Goku refine the form/technique after he masters it in the Galactic Patrol Prisoner Saga. In that same arc, Whis effortlessly blocks a punch from Moro.
This blow was so fast, only Goku and Whis actually saw it happen. In Dragon Ball Super: Broly, Whis dances about Legendary Super Saiyan Broly, who has just as much potential as Gogeta. Whis could decimate every single character in Universe 7 with little to no effort whatsoever. Unfortunately, Angels must remain neutral, so Whis would not be able to deal with Black Frieza for the Z-Fighters.
