President Donald Trump’s approval rating has remained stuck near a record low for the third straight month, according to the latest Fox News poll.
The survey, conducted July 17-20 among registered voters, found that 39 percent approve of the job Trump is doing as president, unchanged from the previous two months and just one point above his Fox News polling low of 38 percent, recorded in October 2017, according to the outlet.
Fox News noted that Trump’s current standing is also slightly below where former President Barack Obama stood at the same point in his second term, when Obama’s approval was 42 percent in July 2014. The numbers come as Republicans head toward November’s midterm elections, where voter sentiment could shape the battle for control of Congress.
The findings suggest Trump has so far been unable to reverse a sustained period of voter dissatisfaction, with his ratings remaining underwater as voters give him weak marks on the economy and inflation, and express broader frustration with the political system.

Voters Sour on Trump’s Handling of Key Issues
The poll suggests Trump’s ratings are weak on domestic economic issues. According to Fox News, only 33 percent of voters approve of his handling of the economy, while 67 percent disapprove. His numbers are even lower on inflation, with 27 percent approving and 73 percent disapproving.
The president is also in negative territory on immigration, once considered one of his strongest issues, with 42 percent approving and 57 percent disapproving. On Iran, 34 percent approve of Trump’s handling of the issue, compared with 66 percent who disapprove.
Fox also reported that about three-quarters of voters rate the economy negatively, while another three-quarters say inflation has caused financial hardship—thirty-four percent describe that hardship as serious, up from 26 percent last year.
Democrats Lead on House Ballot
The poll also pointed to potential trouble for Republicans heading into November’s midterm elections. If the election were held today, 53 percent of voters said they would support the Democratic candidate in their House district, compared with 46 percent who would back the Republican, Fox said, adding that that share is the highest either party has received on the generic House ballot in its polling since 1996.
In counties where the 2024 presidential vote was close, Democrats lead by a wider 59 percent to 41 percent margin, it found.
Democrats also hold enthusiasm advantages, the poll suggested. Sixty-eight percent of Democrats said they were extremely motivated to vote in November, compared with 57 percent of Republicans. Among Republicans, MAGA voters were far more motivated than non-MAGA Republicans, 66 percent to 41 percent, it found.
Appetite For Change?
Beyond Trump’s approval rating, the Fox poll also captured a broader mood of political frustration. A majority of voters said they want substantial, dramatic or revolutionary change in the nation’s government, while 65 percent said the system is rigged in favor of the wealthy.
The survey also found broad dissatisfaction with both parties in Congress, with nearly seven in 10 voters disapproving of congressional Democrats and Republicans alike.
Fox News said the poll was conducted July 17-20, 2026, by Beacon Research and Shaw & Company Research among 1,003 registered voters nationwide. Interviews were conducted by phone and online, and the full-sample margin of sampling error was plus or minus three percentage points.
