Papy Bibo, a 53-year-old registered nurse, and Uchenna Obi, a 46-year-old certified nursing assistant, employees of the Connecticut nursing home Bickford Health Care Center, were taken into custody after they turned themselves in on July 20, 2026, following the death of a 93-year-old resident, Margaret “Peggy” Healey.
According to law enforcement authorities, Bibo is accused of criminally negligent homicide and tampering with physical evidence, while Obi is accused of reckless endangerment and tampering with physical evidence, according to the Windsor Locks Police Department. Police also determined that Healey’s death was caused by hypothermia. Following their arrest, Bibo was released on a surety bond of $25,000, and Obi was released on a non-surety bond of $10,000. Both are scheduled to appear in court on Aug. 7, 2026.
Windsor Locks Police Chief Eric Osanitsch said, “While nothing can undo this loss, we hope these actions represent an important step toward accountability and provide some measure of closure for those who loved her.”
Incident Details
The incident occurred in February 2026 after the victim wandered outside the facility through an unsecured door at the nursing home, located in Windsor Locks, a small town roughly 13 miles north of Hartford, according to police.
According to surveillance footage, Healey wandered outside around 1:55 a.m. wearing her pajamas and sneakers, police said. The temperature outside ranged between 1 and 0 degrees that night. The footage shows Healey collapsing on a snowbank on Main Street, about three miles from the facility, police said. She was discovered by staff around 5:11 a.m., roughly three hours after she wandered away from the facility.
Staff said the victim showed signs of life, after which they brought her inside and tried to warm her. After those efforts failed, Bibo called 911 around 6:23 a.m., according to officers.
However, Bibo’s arrest warrant stated that another staff member heard him saying, “I’m not calling 911 because we will all go to prison.”
Police Sgt. Jeff Lamson said, “We think that they felt they were going to be in trouble, so they were, in my words, doing some type of damage control. But they reached a point where they realized they had to call 911.” Regardless of the words that were spoken, investigators believe Bibo is responsible for the delay in calling 911 after the victim was discovered in the snow.
Obi was responsible for checking on patients in her wing at the health care center at regular intervals, but that night she admitted she looked into the victim’s room and saw her blanket and walker but did not verify whether Healey was actually inside the room.

“We are hoping that no other family will have to suffer what our family has suffered, and that no patient should be out in the cold in zero-degree weather with negative 15-degree wind chills,” the victim’s niece, Clare Kindall, said.
“As a family, we are all grieving about this. Obviously we have some pretty significant concerns. It was bitterly cold that night. It was below zero degrees without wind chill. She was out in her pajamas and sneakers 10 or 15 minutes, she’s in hypothermia. We have a lot of questions,” Kindall added.
According to the Chief Medical Examiner, Healey died from a combination of environmental exposure and hypertensive and atherosclerotic cardiovascular disease.
