Yes! Tears of Metal is 100% playable in solo mode. The game is also not entirely built with co-op in mind, so you won't be at a disadvantage going on the journey alone. It's not one of those games that punish you for not having any friends.

However, if you do want to form a party with friends or strangers, Tears of Metal has a max cap of four players for co-op. You don't always need to play with four people, though — you can go at it with a party of two, or even three.
How to Play With Friends in Tears of Metal
Making a party (or joining one) is pretty easy to do in Tears of Metal. Once you're on the home base screen, you'll see a button for multiplayer at the top-right. After you click it, you'll get options to create a lobby with a code, join a random party, or enter a code to join a lobby of a person you know.
