Lubinets said he was shocked by another "cynical crime" by Russia.
"The aggressor state has carried out another attack not only on civilian infrastructure but also on an international humanitarian mission that saves lives every day," he said.
According to the ombudsman, the strike destroyed more than 106,000 humanitarian items worth nearly $3.9 million, including:

・drinking water,
・hygiene kits,
・and other critical supplies.
"UNICEF is a long-standing partner of the Office of the Ombudsman, supporting Ukrainian children and families. An attack on humanitarian personnel and infrastructure is an attack on those who save lives," Lubinets said.
Russia continues to kill Ukrainian children
Russia continues to kill children and destroy humanitarian infrastructure, the ombudsman said.
"According to UNICEF, two children were killed and at least 50 others injured last week alone. June recorded the highest monthly child death toll since 2022, with seven children killed and another 116 wounded," Lubinets said.
He stressed that attacks on humanitarian facilities and humanitarian workers constitute a grave violation of international humanitarian law.
Russian strike on the Bilohorodka warehouse
UNICEF said the attack was part of another horrific sleepless night for Ukraine's children. The warehouse in Bilohorodka, in the Kyiv region, was struck on July 19.
"Damage to humanitarian warehouses and attacks on humanitarians impede the delivery of life-saving support for children and families affected by the war," UNICEF said.
The organization called for an end to Russian attacks on Ukraine's children and humanitarian infrastructure.
According to UNICEF, Russia's full-scale invasion has forced one in three Ukrainian children to flee their homes. As of early 2026, more than 2.5 million Ukrainian children remain internally displaced.
In 2024, Ukrainian Education and Science Minister Oksen Lisovyi signed an agreement with the Education Cannot Wait fund to provide Ukraine with an $18 million international grant to modernize the country's school system. The fund is part of UNICEF.
