From god-tier monsters to legendary pirates and vicious marines, Eiichiro Oda's One Piece features roughly a billion powerful characters who can destroy islands on their own. Due to the manga and anime's popularity, none of the canon characters could be described as unknown, and the same can be said for the movie's "filler" villains. However, One Piece games are the exception, as the franchise has never fully established itself in the medium to the same extent as, say, Dragon Ball or Naruto.
Make no mistake about it, some of the most broken One Piece characters are tucked away in Japan-exclusive games and somewhat popular RPGs. If a fan doesn't dive deep into the Straw Hats' many video game side quests, they will miss out on meeting a few monstrous pirates and marines who are stronger than many of the mainline antagonists.
I'm only going to include One Piece characters from games. I know many people have heard of these characters, but they are still niche compared to the manga, anime, and even movies.
Simon Proves That Paper Can Be Mightier Than The Sword (Also, Shushibaruba)

The first 18 One Piece games were not released in North America, and only two of them came out in Europe. While most aren't must-play by any stretch of the imagination, these adventures deserved their moment to shine outside of Japan, as some of them are pretty good. One Piece: Great Hidden Treasure of the Nanatsu Islands serves as a prime example of a solid-as-heck GBA RPG that tells a brand-new story, features decent grid-based combat, and an art style that fits the series really well.
As the crew includes both Chopper and Vivi, Nanatsu Islands likely takes place just before Arabasta, and its main villain, Simon, seems to be roughly as powerful as Crocodile. Similar to the warlord, he uses a Logia fruit to exert his control over an island, its people, and his crew. In this case, he can change his body into paper, allowing him to fly or create a razor-sharp storm. Although he doesn't quite reach god-like status like Enel, Simon was way more powerful than any pre-Crocodile villain faced by the Straw Hats.
Technically, Shushibaruba is the strongest enemy in Great Hidden Treasure of the Nanatsu Islands. The monster serves as the final boss and can absorb Devil Fruit users. I went with Simon because Shushibaruba barely feels like a character, and it gains its power by absorbing the villain.

By the timeWorld Seeker came out, One Piece games routinely earned global releases, making them very accessible... however, the franchise wasn't exactly synonymous with quality titles, and this particularly open-world game didn't help matters by earning more criticism than praise. Simply being tied to a less-than-stellar project dooms original characters, ensuring that nobody but true die-hard fans give them a chance to show what they are made of.
I enjoyed World Seeker more than most,and its story might be its best part. The Straw Hats wind up on a Prison Island ruled by Isaac, a warden who relies on science rather than a Devil Fruit power. Genuinely, one of the strongest One Piece game characters never ate a Devil Fruit, instead utilizing the World Government's military cybnertics and high-tech weaponry to dominate with an iron grip (and fear).
Armed with two battle suits that come with Seastone hands that neutralize Devil Fruit users, Isaac relies on his intelligence, resources, and tactics to guarantee a victory before ever swinging a punch. He is also incredibly patient, as he builds and follows a 10-year plan to seek revenge against the World Government.
Adio Suerte Matches Gear 4 Luffy's Power

One Piece loves its tragic villains with a sympathetic history that pushes them to commit unforgivable acts in the name of revenge. World Seeker's Isaac very much fits that mold, but Odyssey's Adio Suerte is an even better example. The last remaining member of the Wandering Clan, Adio was betrayed by his friend and sold to the World Government, only to escape and seek vengeance upon the entire world. When the Marines pursued Adio, they gave him an extremely high bounty only surpassed by the Emperors and people like Luffy.
Even before he reaches his full potential in the finale, Adio's Gaba Gaba no Mi already makes him a force to be reckoned with, as he summons massive gauntlets that let him manipulate inanimate objects, along with also turning him into a powerhouse. Towards the end of the game, Adio gains control of an absurdly strong weapon, the Divine Breath, capable of wiping out a Buster Call, and he makes good use of it. He not only takes on all the Straw Hats, but he fights to a stalemate against Gear 4 Luffy... honestly, he arguably wins the fight.
Although the exact point isn't known, On Piece Odyssey seems set just before The Whole Cake Island arc. So, the Straw Hats are very, very strong.
Lim Is Absurdly Broken WITHOUT A Devil Fruit

Unsurprisingly, villains tend to be the strongest new characters in anime games, as they need to feel like genuine threats to the heroes. However, a game occasionally throws out an NPC who boasts an incredible power that would almost certainly not fly in the canon story, and One Piece Odyssey's Lim defines all logic. While not much of a fighter, she can strip somebody's strength, techniques, and Haki by touching them, turning those stolen powers into memory cubes.
As far as I can tell, Lim possesses this ability herself and is not a Devil Fruit user.
From a gameplay perspective, Lim acts as a plot device to revert the endgame Straw Hats to Level 1, allowing players to gradually reclaim their glory throughout the story. A fairly straightforward mechanic that plenty of RPG sequels rely upon; however, in the context of the One Piece universe, Lim might just be the most terrifying character in the entire franchise. Regardless of a target's strength, she just takes away everything.
Lim isn't the only One Piece Odyssey character who doesn't make sense, but she is certainly the most headscratchingly broken.

One of the few game villains designed by Eiichiro Oda, Red the Aloof basically represents One Piece's version of Dracula, albeit a million times stronger than Bram Stoker's legendary vampire. Possessing a Mythical Zoan Devil Fruit, Patrick Redfield can, well, transform into a Vampire, granting him flight, shadow manipulation, and the ability to drain targets of their life force. When he first meets the post-timeskip Straw Hats, he defeats the big three with single punches, and he is decades removed from his physical prime.
Even though we don't get to see these moments play out, Red was, apparently, as strong as Gol D. Roger and Whitebeard at their peak... wait, there's more! He matched them despite not having a crew. Yeah, he was absurdly powerful, and he wasn't even really defeated by Luffy. Instead, he kind of realizes that his pursuit of power comes at the cost of the one friendship that matters the most to him, so he just stops.
