The only difference is that Knuckleduster is a notorious vigilante who disregards the law, while All Might adheres to the Hero System in place.
Knuckleduster was once a quirk user, but his powerful Overclock quirk fell into the hands of All For One. Even so, Knuckleduster proves that he can take down both petty criminals and powerful villains using nothing but his fists. Relying on overwhelming brute force, devastating punches, and an incredibly durable physique, he can endure life-threatening attacks and severe injuries just fine.
Eraserhead Can Beat Powerful Villains Without Erasing Their Quirks
Eraserhead is the definition of a "complete package" in My Hero Academia. Even without relying on his S-tier quirk-nullifying ability, he has more than enough strength, stamina, martial arts prowess, agility, and combat intelligence that make him a formidable foe on the battlefield.
With a personal fighting style that he developed for 6 long years, Eraserhead can easily ensnare and immobilize his targets with his Capturing Weapon that is made out of special metal alloys and carbon fibers. His Binding Cloth fighting style is unique to him, and it can easily catch anyone unfamiliar with its mechanics off guard.
Lemillion Proves He Is Strong Even Without His Permeation Quirk

Anyone who faces Stain on the battlefield would be easily intimidated, not only because of his villainous features but also because of his fearsome track record. He is a notorious serial pro-hero killer who murdered 17 heroes and crippled 24 others during All Might's reign as the Symbol of Peace.
If that wasn't enough, Stain is a weapon specialist, carrying deadly weapons such as katanas, throwing and folding knives, and daggers to execute his assassination jobs. He also uses a glider to fly, making it easy for him to use the environment to his advantage, catch his opponents off guard, and, in the process, beat them to death.
Endeavor Can Overpower Enemies Without Burning Them
It's normal for Pro-Hero Endeavor to overpower High-End Nomus in My Hero Academia through the combination of his destructive Hellflame quirk and his outstanding physical abilities. He doesn't need to rely solely on his Hellflame Quirk to overpower these monstrous foes, as his incredible endurance is the result of years of relentless physical training.
With the goal of surpassing All Might, Endeavor relentlessly pushed his body to its limits, enduring training regimens that most heroes would never dare attempt. As a result, Endeavor became one of the mightiest Pro Heroes, with exceptional speed, overwhelming physical strength, extraordinary pain tolerance, above-average durability, lightning-fast reflexes, and remarkable combat intelligence.
Star and Stripe Proves Heroes Need More Than Powerful Quirks
According to All Might, Star and Stripe is the "strongest woman around" in My Hero Academia. While Star and Stripe is not as powerful as All Might, she is still a high-level threat that even Shigaraki Tomura and All For One feared.
Without relying on the New Order, Star and Stripe is an absolute force of nature. Above all, Star and Stripe's exceptional durability makes her an incredibly difficult opponent to bring down. She demonstrated this during her final battle with Tomura Shigaraki, where she survived the devastating explosions of the Tiamat missiles long enough to continue fighting.
All Might Is Still Dangerous Without His Quirk
Becoming the symbol of peace is a heavy responsibility, but a quirkless All Might readily accepted the challenge before the Seventh One For All user, Nana Shimura. Despite knowing that he had a poor chance of inheriting One For All, All Might prepared his body for the drastic transformation. His toned body, remarkable physical strength, and years of rigorous training allowed him to adjust to the OFA quirk's destructive power.
By the time All Might had fully lost the OFA quirk to Izuku Midoriya, his quirkless state did not stop him from returning to the battlefield. With Melissa Shields' high-tech robotic suit, All Might did not need the OFA quirk to face a much younger All For One in the Final War, significantly weakening him in the process.
Shigaraki Tomura's Enhanced Body Makes Quirks Almost Optional
Shigaraki Tomura's body underwent various transformations throughout the My Hero Academia series. From a frail and emotionally unstable orphan who primarily relied on his fearsome Decay quirk, Shigaraki evolved into a genetically enhanced human due to Kyudai Garaki's body modifications that made him on par with All Might's strength with the OFA quirk.
It goes without saying that even without his Quirk, Shigaraki Tomura became an overwhelmingly powerful villain through his enhanced physical abilities alone. With a body engineered to surpass human limitations, Shigaraki can singlehandedly crush heroes, not to mention spar with Gigantomachia alone.
