Summer 2026 has turned into one of the driest stretches much of the country has seen in decades, and water utilities from the Rockies to the Southeast are responding with rules that would have seemed unthinkable just a few years ago. A record-warm winter left mountain snowpack at historic lows, rivers running thin, and reservoirs dropping toward levels that trigger automatic restrictions.
For homeowners in several states, the question is no longer whether limits on watering lawns or washing cars are coming, but how strict they will get before the year is out.
Colorado
Colorado has moved faster and harder than almost anywhere else in the country this year. The ongoing water crisis has been exacerbated by a dry and snowless winter, one that experts say was the worst on record for the state. That set off a chain reaction among municipalities that normally would not even be discussing restrictions this early in the season.
In March 2026, Erie, Colorado, moved to a Level 4 Emergency, the highest stage, which bans all residential sprinkler use, while Aurora has completely banned new turf lawns and Denver Water started Stage 1 restrictions, asking residents to cut both indoor and outdoor water use by 20% until October 1. Denver has gone a step further by adding financial pressure on top of the usage caps. Denver has also instituted drought water pricing increases, with residential customers seeing a drought charge of $1.10 per 1,000 gallons of water used. That surcharge also applies to several surrounding cities that buy water from Denver, meaning the pain is spreading well beyond the city limits.
Utah
Utah's snowpack problems mirror Colorado's, and the state's reservoirs are paying the price. Utah's reservoir levels are showing a drastic decline, and since June 1, the state has drawn down reservoirs at more than double the normal rate, due to increased demand, lower-than-normal spring runoff, and an extremely dry summer. That kind of drawdown rate leaves very little cushion if the dry pattern continues into fall.
The broader context makes the situation feel even more precarious. Nearly 60 percent of Colorado and Utah are in extreme or exceptional drought. Water managers in the state are part of the same Colorado River Basin squeeze affecting the rest of the Southwest, and Utah is part of the Colorado River Basin and is experiencing growing water stress as population growth and drought reduce available supply. That combination of a growing population and a shrinking resource is exactly the kind of long-term pressure experts point to when they say restrictions are likely to become a normal part of life rather than a temporary inconvenience.
Arizona
Arizona's water troubles are less about a single bad winter and more about decades of overuse finally catching up with the state. Arizona faces severe shortages due to over-allocation of the Colorado River and shrinking groundwater, and mandatory cutbacks are already in effect, with parts of Phoenix having halted new housing developments because they cannot prove a 100-year water supply. That last detail says a lot about how seriously the state is treating its long-term supply outlook.
The groundwater picture underneath Arizona is arguably even more concerning than the surface numbers suggest. The Colorado River Basin lost about 27.8 million acre-feet of groundwater between 2002 and 2024, roughly equal to the storage capacity of Lake Mead, with about 68% of the losses occurring in the lower part of the basin, which lies mostly in Arizona. Once groundwater is depleted at that scale, it does not simply refill after a good rainy season, which is why officials keep describing the state's water future as a matter of managed decline rather than recovery.
California
California's relationship with water restrictions has changed in a way that surprises a lot of residents. California's restrictions no longer depend on whether a drought is officially declared. After the 2012-2017 drought, the state moved to a permanent year-round conservation framework codified by state law AB 1572 and the State Water Resources Control Board's Making Conservation a California Way of Life rules. That means baseline limits on things like hosing down driveways or watering right after rain apply every single year, drought or not.
On top of that permanent framework, 2026 has brought fresh stress to the southern part of the state. By April, Southern California was facing its fourth straight year of below-average rainfall, with statewide snowpack at only 18% of normal, and the State Water Project limiting water releases to 30% of normal. The region's biggest water wholesaler responded accordingly. The Metropolitan Water District of Southern California, which serves 19 million people, issued a Level 1 conservation notice in March 2026 to all 26 city and county agency members.
Texas
Texas is dealing with drought on two very different fronts at once, agricultural and municipal. Texas is 77% in drought as of mid-April. Along the coast, one region in particular has become a cautionary tale for the rest of the state.
The Coastal Bend story is the one to watch closely, with combined storage at Choke Canyon Reservoir and Lake Corpus Christi having fallen to 8.7% as of April 2026, among the lowest levels ever recorded. Corpus Christi itself has been living under strict rules for well over a year now. Corpus Christi has been under Stage 3 mandatory restrictions since December 2024, the most severe stage in the city's standard drought contingency plan, banning all outdoor irrigation, home vehicle washing, and most non-essential outdoor water use, with second and subsequent violations carrying fines up to $2,000 each.
Georgia
Georgia's drought has caught many people off guard simply because the Southeast rarely faces this kind of water stress. Georgia, North Carolina, and South Carolina all had their driest September-through-March since 1895. Normally the winter and early spring months recharge the region's soil moisture and groundwater, but that pattern broke down this year.
The numbers coming out of the state are stark for a region that usually deals with too much rain rather than too little. In Georgia, extreme drought now covers 71% of the state, the highest reading since 2012, with some monitoring stations that have 75 or more years of data recording their driest six-month periods on record. Fast-growing metro areas are adding another layer of pressure on top of the weather. Georgia is experiencing localized scarcity, especially in rapidly growing metro areas where demand is outpacing available freshwater.
North Carolina
North Carolina's drought numbers are about as severe as it gets on the U.S. Drought Monitor scale. As of April, 100% of North Carolina is in drought. That is not a typo or a rounding error; the entire state fell into some category of dryness at once, which is rare even by recent standards.
Officials in neighboring states have been watching North Carolina's situation closely because it reflects a broader regional failure of the winter rains to show up. Normally, the region relies on December through March to restore soil moisture, streamflows, and groundwater, but this year, that recharge mostly did not occur. With the entire state already classified as being in drought, water systems that once treated restrictions as a rare emergency measure are now having to build them into routine summer planning.
Virginia
Virginia has watched conditions deteriorate quickly over the past couple of months, and state officials have been blunt about what could come next. All of Virginia is under a drought warning, with the exception of Isle of Wight County and the cities of Chesapeake, Norfolk, Portsmouth, Suffolk, and Virginia Beach, which remain under a drought watch. A drought warning is a specific, formal signal, not a vague weather comment. A drought warning is intended to signal that the onset of a significant drought event is imminent.
The most recent numbers show the situation getting worse rather than stabilizing. The latest U.S. Drought Monitor shows extreme drought now covering 38% of Virginia, up from 25% the previous week, with statewide precipitation approximately 7.5 inches below normal for the water year that began October 1, 2025. State officials have already flagged what happens if things do not turn around. If conditions worsen, drought advisories in certain localities could be upgraded from warning to emergency status, which would trigger additional water restrictions.
What This Means Going Forward
Taken together, these eight states show that water restrictions in 2026 are not an isolated regional story tied to one dry winter in the West. As of June 23, 2026, 43.74% of the United States and Puerto Rico and 52.33% of the Lower 48 states are in drought. That is a national figure, and it explains why utilities in places as different as coastal Texas and inland Virginia are reaching for the same tools at roughly the same time.
The underlying supply problems also are not resolving quickly. The Bureau of Reclamation says the Colorado River system is at about 36% of capacity, Lake Powell is only 23% full, Lake Mead is about one-third full, and spring runoff into Lake Powell is expected to be just 22% of average. Residents in these states who wait for restrictions to be announced before adjusting their habits are, in most cases, already behind where their local water provider needs them to be.
