Sausalito City Manager Elaine Forbes has received support from her estranged wife after her arrest. Forbes, 53, served as executive director of the Port of San Francisco before she was arrested on July 18 after allegedly breaking into at least three boats at the Sausalito Yacht Harbor.

While Forbes remains in Marin County Jail on suspicion of felony burglary, her estranged wife, Angela Cavillo, visited her, according to The New York Times. Forbes and Cavillo were together for several years before separating in September 2022 and filing for divorce in early 2023.

Angela Cavillo Visits Elaine Forbes in Custody

Cavillo, a clerk at the San Francisco Board of Supervisors, visited Marin County Jail on July 20 to see Forbes. However, she did not post bail, in accordance with her family’s wishes. While Cavillo and Forbes have been separated since 2022, they have yet to finalize their divorce.

Forbes’ family said she would remain in jail for her own well-being while they decide the next course of action. The family reported her missing on July 17. The next day, police found her aboard a 66- to 75-foot boat that did not belong to her at the Sausalito Yacht Harbor and took her into custody. Authorities said she was allegedly sounding the boat’s horn repeatedly around 5:30 a.m.

The yacht’s captain, Bill Aubrey, said he found empty liquor bottles on board after Forbes was discovered. Another yacht owner, Andy Cunningham, alleged that Forbes broke into her boat and stole her clothes. “Unbelievable chaos and havoc on my boat. She took all of my clothes, and she apparently tried them,” Cunningham said in an interview with KTVU.

“There was a jar of maraschino cherries on the counter that she opened and dumped half of them into a shoebox. She had clearly [drunk] a whole lot of alcohol on the boat, about four bottles of our wine, half a bottle of gin, and looks like half a bottle of vermouth,” she added.

Forbes Was Placed on Leave from Work Days Before Her Arrest

Forbes served as executive director of the Port of San Francisco for nine years and was widely respected in the role. In September 2025, she resigned from the Port, saying she was tired and wanted to move on. On July 1, 2026, she became Sausalito city manager. However, the City Council placed her on administrative leave just days later for undisclosed reasons.

Forbes’ family said she is going through a mental health crisis. “She was having a genuine mental health breakdown and crisis. It’s going to take her a while to get better and get back in the saddle,” family spokesperson Sam Singer said in a statement.

“She’s in jail, and we’re hopeful that she’ll remain there for her own well-being as she gets both mental health care and legal advice,” Singer added.

Forbes remains in custody at Marin County Jail on suspicion of burglary, though formal charges have not yet been filed against her. She is being held in lieu of $50,000 bail and is expected to appear in court on July 21.
