Since the beginning of the Dragon Ball franchise, the Saiyans have been the primary focus of the main story. Starting with Goku alone, the series would continue to introduce many more members of the warrior race, all of whom were incredibly powerful and had some of the greatest strength in the entire multiverse.
Characters like Goku, Vegeta, Gohan, and Broly are the strongest in the series, and because of this, there has been less of a focus placed on the newer generation of Saiyans in Dragon Ball Super. These are some of the strongest new-gen Saiyans in the series, with many still having room to grow into their power.
Pan And Bulla Are Far Too Young to Do Anything
The Youngest Saiyans
The weakest Saiyans on this list may eventually prove to be the strongest. Both Pan and Bulla are the youngest Saiyans in the story, and due to their age, it's difficult to truly know how powerful they'll become once they grow up. At the moment, however, they're certainly impressive in their own right.
In the Super Hero arc, Bulla was shown to have her mother's intelligence, though she didn't show any of Vegeta's brute strength. Pan, on the other hand, has shown some incredible feats for her age, as she is stronger and faster than most humans on Earth despite being a child. Both girls have the power to undergo further transformations due to their Saiyan genes.
Goten's Strength Has Always Been Lacking in a Way
A Prodigious Warrior
Ever since the Buu Saga, Goten has been shown as a young and prodigious fighter, able to perform incredible feats quite early on in the series. As far as we know, Goten is the youngest person to have ever unlocked the legendary Super Saiyan form, which he did at just seven years of age.
However, despite his importance in the beginning of the Buu Saga, Goten has taken more of a back seat in the greater story of Dragon Ball. Of course, he has been stronger than every human since he was a child, and his strength has grown even more since then, but he could never reach the fabled heights that his brother did at his age.
Trunks Is Stronger Than Goten, but Not by Much
A Powerful Young Saiyan
Just like Goten, Trunks was incredibly young when he unlocked the ability to go Super Saiyan, which was mostly due to the incredible genetics and potential he had as a hybrid Saiyan. He is a little stronger than Goten, which was seen when Goku told him to lower his power so that they could fuse in the Buu Saga.
It's implied that this is still the case currently, though the overall disparity may have decreased. Despite this, Trunks still has a long way to go since he still hasn't unlocked his Super Saiyan 2 state, which is quite jarring considering that Gohan did this at the age of 11. With Goten and Trunks being a big focus in the Super Hero Arc, it's safe to assume that they will be seeing some overall strength boosts in the near future.
Cabba Was a Stalwart Protector of Universe 6
A Notably Powerful Saiyan
At one point, Cabba was generally considered to be the greatest Saiyan warrior on his entire planet, which made sense when considering the difference between the Universe 6 and 7 Saiyans. Originally, he was unable to even unlock Super Saiyan, but upon being taught by Vegeta, he finally underwent this legendary transformation.
Although his strength did increase greatly, he was still no match for Vegeta. Eventually, in the Tournament of Power, Cabba finally unlocked Super Saiyan 2, using which he was able to utilize well against some powerful enemies from the multiverse. Although he was defeated and is the weakest of the Universe 6 Saiyans, his strength was still quite formidable.
Caulifla Embodied Universe 7 Saiyan Values Perfectly
A Dangerous and Fierce Warrior
The main difference between the Saiyans of Universes 6 and 7 is their nature and how they approach battle. Caulifla genuinely feels like a Universe 7 Saiyan at times due to her boisterous personality and her love for fighting, as she is even considered to be a prodigy on the battlefield.
Her performance in the Tournament of Power was one of the most impressive in the series, as she not only showed off the power of her Super Saiyan state, but surpassed it with Super Saiyan Grade 2 and, finally, Super Saiyan 2. Although the forms she and Cabba achieved were the same, her nature as a prodigy and overall performance rate her higher.
Gotenks Was the Original Metamoran Fusion
An Iconic Saiyan Warrior
When Vegito was introduced into the series, fans were incredibly excited at the prospect of characters fusing, which was further compounded when Gotenks was born through the fusion dance between Goten and Trunks. Although some feel that the version of the fusion from the Buu Saga isn't as strong as some others on the list, a current version of Gotenks certainly would be.
Not only does the current version of Gotenks have the power to awaken Super Saiyan 3, but he was also able to match Super Buu in overall strength during the Buu Saga, who was far stronger than any Super Saiyan 2 in the series at that point. Although Dragon Ball's power scaling tends to be quite inconsistent, this seems to be a great metric to judge Gotenks' overall strength compared to the others.
Kale Had Some of the Greatest Latent Power
Universe 6's Strongest Saiyan
Of all the non-fused Saiyans in Universe 6, Kale is the most powerful, and by a long shot. Born with some of the most incredible potential in the entire franchise, Kale's timid nature was actually hiding immense power, which was brought forth with her Berserker Saiyan state, harkening back to Broly before his canon debut in the franchise.
Moreover, in this state, Kale went up against some of the strongest fighters in the entire Tournament of Power and truly held her own, and even survived an onslaught from Jiren himself. Eventually, she would learn to control this power, and instead of having it take her over completely, it led to an even stronger form that worked perfectly with Caulifla's Super Saiyan 2.
Kefla Is the Strongest of the New-Gen Saiyans
Universe 6's Strongest Fighter
Although the individual fighters from Universe 6 were looking incredibly impressive on their own, Kale and Caulifla would fuse through the Potara Earrings to bring forth the greatest warrior in their entire universe. Kefla's innate strength was already incredible, but compounding her Super Kefla transformation and amazing potential turned her into one of the Tournament of Power's strongest fighters.
Although the anime and manga versions of the tournament differ, her strength shone through in both, since her manga counterpart gave Ultimate Gohan the toughest battle of his life at the point, and her anime version even held her own against Ultra Instinct Omen Goku. All in all, Kefla is the strongest of the new-generation Saiyans in Dragon Ball.
