Andy Burnham unveils electricity bills tax cut

The new Prime Minister has announced a tax cut for household electricity bills.

The Government said on Tuesday it would remove VAT from domestic electricity bills from October 1, adding the measure will be funded by savings from the cancelled digital ID programme.

It is Andy Burnham’s first big concrete policy announcement since taking over in No10 on Monday.

Mr Burnham said: “Westminster has not been working for people for too long, with families struggling with the cost of living.

“That needs to change. I said I wanted to give people breathing space, and that’s what I’m announcing on my second day as Prime Minister.

“We’re taking immediate action to cut taxes on energy bills, put more money in people’s pockets and bring back hope.”

It is estimated that the change will reduce the annual Ofgem price cap by around £45 from October, with suppliers expected to pass savings on to their customers.

Andy Burnham has spoken with Mark Rutte, the Nato secretary general, and German Chancellor Friedrich Merz, No 10 said.

Giving a readout of the Prime Minister’s call with the Nato chief, a Downing Street spokeswoman said: “The Prime Minister began by congratulating the Secretary General on the successful Nato summit held in Ankara earlier this month, and the strong signal of unity it sent to the world in such volatile times.

“Updating on the appointment of the former defence secretary, John Healey, as the new Chancellor of the Exchequer, the Prime Minister said the appointment was a signal of his intent.

“The leaders also discussed the situation in Ukraine, and the Secretary General welcomed the Prime Minister’s strong statement of support for Ukraine earlier today.”

In a separate readout of the call with Mr Merz, the Downing Street spokeswoman said: “The Prime Minister spoke to the Chancellor of Germany, Friedrich Merz, this evening. It was clear the relationship between the UK and Germany was vital to delivering for people in both countries, the Prime Minister said.

“Both leaders underlined their ambition to increase cooperation under the Kensington Treaty, and the Prime Minister said he would ask his teams to accelerate work on implementation.

“Discussing Ukraine, the Prime Minister looked forward to working with Chancellor Merz and President Macron as they drove the Coalition of the Willing forward to support a just and lasting peace.”

John Healey says he and Burnham are in 'lockstep to meet the fiscal rules'

Speaking to reporters after he was made Chancellor this evening, Mr Healey said it was an “honour” to be appointed.

"The prime minister and I have talked about how we will work in lockstep to meet the fiscal rules with a buffer against uncertainty, and how we'll make life more affordable for working people right across the UK," he told BBC reporters.

Unsurprisingly, the former defence secretary has said the UK will meet its commitments on defence in support of its international allies.

Mr Healey told reporters that he has known Burnham a long time and they both share the same values and vision.

Benn pledges ‘full support’ for new PM from backbenches as he leaves NI role

Hilary Benn has pledged to support new Prime Minister Andy Burnham from the backbenches as he leaves his role as secretary of state for Northern Ireland.

The Labour veteran had been serving in the region since he was appointed by former premier Sir Keir Starmer after their party came back into power in 2024.

Mr Benn was the first person from Labour in the role in 14 years, since the party lost the 2010 general election.

Irish Minister for Foreign Affairs Helen McEntee paid tribute to Mr Benn as having “brought warmth and a constructive approach to all of his relationships here in Ireland”.

DUP leader Gavin Robinson paid tribute to Mr Benn as an “honourable man”.

Yvette Cooper says being appointed Health Secretary is 'real honour'

Yvette Cooper said it was a “real honour to be appointed Health Secretary by Andy Burnham – 27 years after I worked on the first NHS cancer plan as a junior health minister”.

In a statement shared on social media, the Health Secretary added: “I’m looking forward to working urgently to improve maternity services, to take forward plans for social care, and to once again play a part in supporting our National Health Service, Labour’s proudest achievement.

“Most of all I’m looking forward to working with the dedicated NHS staff, carers, healthcare professionals and volunteers on whom we all depend.

Tory and Lib Dem leaders Kemi Badenoch and Ed Davey have reacted to the news that former defence secretary John Healey has been appointed as Chancellor.

Conservative leader Kemi Badenoch offered her congratulations, adding: "He can now ensure the Defence Investment Plan is properly funded. Conservatives will work with him to cut benefits so we can fund defence.

"Because we can’t have higher taxes or even more borrowing."

Liberal Democrat leader Ed Davey wrote on X: “John Healey has seen up close the need to rebuild our Armed Forces after years of Conservative cuts and Starmer dithering.

In his first statement since being named Chancellor by Andy Burnham, John Healey says the appointment is the "greatest privilege".

"Together, we will build a new economy, build new hope and advance the working people of this country," he writes on X.

"Time to get on with the job," he adds.

Who is Ed Miliband? The new Foreign Secretary

Ed Miliband had been serving as Energy Secretary under Starmer and had been named as a frontrunner for the Chancellor role.

But it was earlier announced that Miliband would take on the role of Foreign Secretary, replacing Yvette Cooper, under Burnham’s administration.

Miliband has been an MP for 20 years and was the former leader of the Labour party from 2010 to 2015. He is the MP for Doncaster North.

As Foreign Secretary, Miliband will be responsible for the UK’s foreign policy, diplomatic relations, overseas aid and the work of the Foreign, Commonwealth & Development Office.

Louise Haigh has been appointed chancellor of the Duchy of Lancaster

A key ally of Andy Burnham, Louise Haigh, has been granted a Cabinet role as chancellor of the Duchy of Lancaster.

The former transport secretary, who resigned in November 2025 after it emerged she had pleaded guilty to a fraud offence a decade earlier, succeeds Starmer ally Darren Jones in the role.

Jones revealed earlier that Burnham had called to inform him he would not be part of the new Cabinet.

When Burnham sought to return to No10, Haigh was one of his prominent supporters and played a major role in his political operation. She was described as a close ally and influential organiser within his team.

It comes as no surprise then that she has been given a role in Cabinet.

The new Prime Minister spoke to the Ukrainian president in one of his first calls since taking office.

Mr Zelensky said: “I truly appreciate that the support for Ukraine and our people will remain steadfast.”

He thanked Mr Burnham for his “warm words of respect for the Ukrainian people” and “condolences to the families and loved ones of those killed in Russia’s recent attacks”.

He said: “Ukraine and the United Kingdom have built the strongest partnership in the history of relations between our two countries, and we will certainly continue working to expand it even further.”

Ahead of entering No 10, Mr Burnham said he would maintain the Labour administration’s resolute support for Mr Zelensky and Ukraine.

New Prime Minister Andy Burnham has been pressed for early engagement on Northern Ireland.

There was a mixed reception from the region as the former Greater Manchester mayor took up the reins in 10 Downing Street, with Sinn Féin MP John Finucane urging for preparation work for united Ireland while SDLP leader Claire Hanna said the party want to see reform at Stormont.

DUP leader Gavin Robinson questioned what Mr Burnham “stands” for as he takes office, and said he would like to see early engagement to tackle the problems Northern Ireland is facing.

He was speaking as Stormont remains without an agreed budget for the current financial year, with parties arguing they cannot agree it until more funding is provided from the Treasury.

Mr Robinson told media in Belfast on Monday: “A Prime Minister is always welcome in Northern Ireland, I think it would be good to have early engagement with some of the challenges that we face, not just around budgets and financial stability, but also political stability, the interaction between Northern Ireland and the rest of the United Kingdom.

“We know this Prime Minister has an interest in devolution, but he thinks about that through the prism of devolution within England, and there are clearly opportunities but challenges associated with our devolved settlement and discussions will need to be had in that regard.”

Steve Reed expresses disappointment in letter to Andy Burnham

Steve Reed revealed he is no longer housing secretary, in a letter to Andy Burnham expressing disappointment about the decision.

In a letter shared on social media, Mr Reed wrote to the new Prime Minister: “Dear Andy, serving as the Secretary of State for Housing, Communities and Local Government has been the honour of my life and although I am disappointed to be leaving Government now, I wish your new team every success.

“We won power the hard way. I was part of the campaign that fought to save our party and take it back to power against all the odds after our worst-ever election defeat. In 2017, I set up a group that played a significant role in exposing and driving out the anti-Jewish racists who’d occupied our party and led it to being found institutionally racist. I was proud to be part of the team that then turned the party around under Keir’s leadership and took us forward to a landslide election victory.”

Mr Reed went on to list some of his achievements within Government as environment secretary and later housing secretary, before issuing what appeared to be a warning to the incoming Prime Minister about his devolution plans.

He said: “You can’t make funding fairer for the rest of England by making it unfair on Londoners. I’m proud to be a London MP and I’ll always fight to ensure London is treated fairly as you explore new models of devolution, taxation and funding.”

Andy Burnham has reportedly invited US President Donald Trump to visit Manchester following a phone call between the leaders this afternoon.

According to POLITICO reporter Sam Blewitt, Trump "indicated" he would take up the offer.

Education must be prioritised from day one, unions warn

Education must be prioritised from day one, teacher unions have told Andy Burnham after he officially became the UK’s Prime Minister.

The former Greater Manchester mayor has also been urged to talk universities up, not down, as he began his premiership.

In his maiden speech in the top job on Monday, Mr Burnham said his government will help more young people into work by “changing the education system” and giving them more support.

Over his bid for leadership, he has also said he will boost technical and vocational routes so that university is not seen as the only option for school leavers.

Teacher unions urged investment in schools as they congratulated Mr Burnham.

“We welcome the new PM’s recognition that university is not for everyone, and that all young people need support to succeed.

Prime Minister of Canada (and fellow Everton fan) Mark Carney posted on X, saying: “Congratulations to Andy Burnham on becoming the new Prime Minister of the UK.

“Canada and the UK have shared history, enduring ties, and deep connections between our peoples. I look forward to working with Prime Minister Burnham to build greater security, stability, and prosperity on both sides of the Atlantic.”

Australian Prime Minister Anthony Albanese posted: Congratulations Prime Minister Burnham on your appointment as Prime Minister of the United Kingdom.

Andy Burnham has spoken of his “sadness” as he revealed his father will not know that he is Prime Minister because of his Alzheimer’s disease.

But speaking to The Times, Mr Burnham said his father, Roy’s, battle with dementia means he will not know of his son’s success.

“That’s a sadness because he would be (proud),” Mr Burnham said.

Swinney and ap Iorwerth congratulate Burnham and call for early meetings

The leaders of Wales and Scotland have also congratulated Andy Burnham on becoming Prime Minister.

Rhun ap Iorwerth, the First Minister of Wales, urged Mr Burnham not to bypass the Welsh parliament and called for an early meeting.

He said: “I congratulate Andy Burnham on his appointment as Prime Minister, which presents an opportunity to redefine the relationship between the Welsh and UK Governments.

“I know that Andy Burnham shares my belief in the power of devolution to improve the lives of the people we serve.

“In that spirit, I hope we can speak the same language when it comes to devolving powers out of Westminster by strengthening, not bypassing, Wales’s national parliament and its ability to empower people and communities.

European leaders congratulate Burnham

A host of European leaders have congratulated Andy Burnham on becoming Prime Minister, while calling for closer EU-UK relations.

European Commission president Ursula von der Leyen said she looked forward to working with Mr Burnham for the “prosperity of people on both sides of the Channel”.

She said in a post on X: “Congratulations, dear Andy Burnham, on your confirmation as Prime Minister.

“I look forward to working with you to strengthen the EU-UK partnership.

“For the security of our shared continent. And the prosperity of people on both sides of the Channel.”

President of the European Council Antonio Costa said: “In the last two years EU-UK relations gained a new, positive momentum. I look forward to continuing to further deepen our co-operation for the benefit of our citizens and businesses.

“The United Kingdom and the European Union are stronger together.”

Italian Prime Minister Giorgia Meloni and German Chancellor Friedrich Merz also sent their congratulations.

Andy Burnham pledged to end rough sleeping in London and other parts of the country in his first commitment since becoming Prime Minister.

Record nine surviving former prime ministers

Sir Keir Starmer’s departure as prime minister means the UK has a record nine surviving former premiers.

The nine, with their current titles, are Sir John Major, Sir Tony Blair, Gordon Brown, Lord Cameron, Baroness May, Boris Johnson, Liz Truss, Rishi Sunak and Sir Keir.

They are likely to appear together in public in November, along with new prime minister Andy Burnham, at the Remembrance Sunday service at the Cenotaph in central London.

The unprecedented number of living former prime ministers has been caused by a rapid turnover in the past decade.

There have been six new PMs in the last 10 years, beginning with Theresa May (2016-19), then Boris Johnson (2019-22), Liz Truss (2022), Rishi Sunak (2022-24), Sir Keir Starmer (2024-26) and now Andy Burnham.

Burnham signals threshold for paying income tax may rise

The personal allowance of £12,570 before people start paying income tax could rise, Andy Burnham has hinted.

On the eve of becoming Prime Minister, Mr Burnham told how the freezing of the income tax thresholds since 2022 was “the thing I heard the most on the doorsteps” during the Makerfield by-election.

He stressed that the issue was “lodged in my mind” as he was preparing to go to Buckingham Palace on Monday morning to meet the King and be invited in a “kiss hands” ceremony to form a Government.

“So when people, they’re just characterising me as a tax raiser, well again it’s never that simplistic is it?” he told The Times.

“The breathing space point is a really serious one. How do we just make people feel better?”

Andy Burnham made his first speech as Prime Minister outside No10 on Monday.

The new Prime Minister - Britain’s seventh since 2016 - was greeted with applause and cheers as he announced plans to “make politics work” and to “make it work better.”

Mr Burnham also promised to set out a ten-year plan later this year and measures to help with the cost of living.

He concluded the speech by urging people to “pull with me” and to “build a new national sense of unity, of common purpose and positivity.”

He then shared a kiss with his wife and waved for the cameras before entering No 10, where they were greeted by Downing Street staff.

The new Prime Minister also promised that tomorrow he would set out how he will give people “breathing space” with the cost of living.

He said: “Later this year, I will bring forward a new plan for Britain – a ten-year plan – laying out a path from where we are now, to where I believe we all want Britain to be, wherever we’re coming from, whatever party we support.

“But I can do something to give people some breathing space now, some help with the cost of living, and I will set out some of those measures starting tomorrow, including how we pay for them.

“We will help more young people into work by changing the education system and giving them more support, more mental health support, and we will build more council homes.

Ministers resign ahead of cabinet reshuffle

Two ministers have already announced their resignations from Government today, ahead of Andy Burnham’s cabinet reshuffle.

Prisons minister Lord James Timpson was the first to resign, according to reports this morning.

He was appointed in July 2024 after stepping back from his role as chief executive of the shoemaker and retailer which shares his name. He was brought in by Sir Keir Starmer to shake-up the prison system.

Science minister Lord Patrick Vallance has also said he will leave Government, citing “personal reasons”.

In a statement, Lord Vallance said: “After nearly a decade in Government I am stepping down as a minister, for personal reasons.

“It has been a privilege to serve as the chief scientific adviser and, more recently, science minister and minister for nuclear.

“I wish Andy Burnham and the new team in No 10 well and I will continue to advise and help them in a non ministerial capacity.”

Lord Vallance was previously the Government’s chief scientific adviser between 2018 and 2023, including during the Covid-19 pandemic.

He is resigning from both the Department for Science, Innovation and Technology and the Department for Energy Security and Net Zero.

“Lady Starmer was also received by The King.”

Prime Minister Sir Keir Starmer has now arrived at Buckingham Palace to tender his resignation to the King after little more than two years in office.

The out-going premier was driven into the Palace’s quadrangle and was greeted by the King’s Equerry Major Ben Rigby and principal private secretary Sir Clive Alderton, who shared a few words with the politician and his wife Lady Victoria Starmer, before the couple were ushered inside.

Travelling in a car behind were the prime minister’s teenage son and daughter, rarely seen in public with their parents, who, with their mother, will likely join the meeting between Sir Keir and the King in the Chinese drawing room towards its end.

Sir Keir Starmer spoke of his achievements during his time in power during his farewell speech outside Downing Street.

He said that his government has lifted children out of poverty, reduced immigration, put defence on a stronger footing, and enhanced the UK's international reputation.

Crowd gathers on Downing Street

A large group of people have assembled outside 10 Downing Street, including Chancellor Rachel Reeves.

Many of them arrived from the Whitehall entrance to Downing Street while a group of around 50 came out of No. 11 with Ms Reeves.

Westminster Council warns new Burnham: Don't 'diminish' London to boost north

Andy Burnham must not “weaken the capital” the boost the rest of the country, the leader of Westminster Council has warned.

In a letter to the new prime minister, Paul Swaddle wrote “the route to a stronger national economy cannot be to diminish London”.

The borough is facing having to impose huge council tax increases on residents to plug a £100 million blackhole in its finances after a reevaluation of government funding.

Mr Burnham has also braced wealthier people in London for tax rises as he seeks to ease the burden on the less well off and has previously backed a new property tax, which if adopted would see a majority of households in the capital more paying more, according to an analysis.

While there will soon be a new occupant at No10, one Downing Street resident isn't going anywhere.

Larry the Cat will remain in his role as Chief Mouser despite the change in leadership.

Larry is a civil servant rather than a personal pet, meaning his position is unaffected by any changes in government.

Since arriving at No.10 in 2011, Larry, now 19 years old, has outlasted six prime ministers— David Cameron, Theresa May, Boris Johnson, Liz Truss, Rishi Sunak and Sir Keir Starmer— and is now preparing to welcome his seventh.

Andy Burnham has had it easy, at least compared with what will hit him when he walks through the door of No 10.

“People who haven’t been in government since 2016 are really clueless about how different it is. People feel powerless.”

In May 2017, with Labour being run by Left-winger Jeremy Corbyn, Burnham left the Commons to become mayor of Greater Manchester.
