Monkey D. Dragon Is the Mastermind Behind the Revolution

The Dark King Silvers Rayleigh earned global game with the rest of Gol D. Roger's crew, but the former vice-captain has been living a peaceful-ish life ever since. Rayleigh was responsible for training Luffy, spending a longer period of time with him than any of the Straw Hats. Although age has arguably dulled his sword, his wits remain as sparkling as ever.
Even the God Valley Incident flashback framed Rayleigh as the most sensible Roger Pirate, and he has continued to demonstrate his intelligence. The Dark King retains his composure at any given time, effortlessly solving problems and deducing situations within seconds of their occurrence. Luffy couldn't have possibly asked for a smarter mentor than Silvers Rayleigh.
Jewelry Bonney Outsmarts the Adults With Calculated Instincts
Jewelry Bonney entered the post-timeskip spotlight many episodes ago, but her impact has been growing in recent arcs. Bonney's role on Egghead might well change the fate of the world, as she ultimately gains control over all the Kuma-like Pacifistas in operation. Without even taking her current influence into account, some fans observed signs of great intelligence lurking behind her otherwise aggressive exterior.
Considering that the Age-Age Fruit permits Bonney a wide range of possible moves in battle, she resorts to manipulation and mind games as much as brute strength. To top it all off, Bonney has escaped encounters with the World Government on numerous occasions. What makes her intellect so impressive is her age: unlike nearly every other main character, Bonney is only twelve years old.

Capone Bege employs a blend of manipulation and battle strategy, making him the only Supernova to depend almost exclusively on genius. His intelligence has secured notable victories across the Grand Line, cementing him as a member of the Worst Generation. In fact, the Straw Hats' plan on Whole Cake Island hinged at least partly on Bege's tactical mastery.
Big Mom's Political IQ Shapes the Modern One Piece Landscape
Big Mom is infamous for two reasons: an abiding passion for sweetmeats and a level of innate strength beyond anything seen in One Piece. As a five-year-old child, she managed to kill a Giant warrior during one of her tantrums, and her power has only been growing over time. Although she rarely goes about them in a sane way, Big Mom has respectable ambitions and goals. For instance, she wants every race and community living together in peace and harmony.

Fans cite pure fortune and random coincidence for Buggy's meteoric rise through the pecking order, claiming that he's only being used as a pawn by actual geniuses like Mihawk and Crocodile. Looking through all the layers of nonsensicality, however, Buggy's surprising intelligence becomes evident.
Against dimwits like Luffy, Buggy almost feels like a super-genius, nonchalantly capturing the Straw Hat on the Loguetown execution platform. Without Dragon's likely assistance, Luffy would have been instantly decapitated. Buggy's current followers have the same intellectual capacity as Luffy, explaining why they believe in his transparent chicanery. Being relatively intelligent matters when some people are incurably inane.
