For the first time, the law introduces the concepts of adaptation, integration and reintegration of internally displaced persons, or IDPs, into Ukrainian legislation and establishes mandatory support measures for each stage. The level of state assistance will depend on an assessment of each person’s specific needs and level of involvement in the local community.
A separate provision concerns pensions. IDPs may not be subject to any additional or different requirements for the granting, payment or recalculation of pensions compared with the general rules that apply to other citizens.

The law provides for the launch of an online portal for IDPs, allowing them to undergo needs assessments and access government services remotely. The state will be required to provide housing assistance to displaced people through temporary accommodation, long-term rentals, preferential loans or refinancing. Displaced children will have a guaranteed right to study either at schools in their current place of residence or at evacuated educational institutions.
The legislation also distributes responsibilities among government authorities for supporting IDPs, designates the ministry responsible for the policy and expands opportunities for displaced people to influence local decision-making through IDP councils.

The law will take effect three months after its official publication, tentatively in October 2026.
On July 1, parliament passed bill No. 12301 in its second and final reading with 307 votes in favor.
