Two mothers from Charlotte have filed a lawsuit over multiple claims against several federal agencies and the government. According to their lawsuit, Kristen Roos and Tatyana Reisini were subjected to alleged assault and harassment at the hands of Border Patrol officers, who chased them and left them zip-tied for hours.
The two women mounted their claims based on an incident that took place back on November 17, 2025. Roos and Reisini have sought damages worth $2.5 million and have asserted more than 18 claims against the department and agencies. These include assault, false arrest and constitutional violations. They have also levied allegations against an officer-in-charge from the Border Patrol who was allegedly responsible for the incident.
Border Patrol Allegedly Brandished Rifles On Toddler Moms
Roos and Reisini encountered aggressive Border Patrol officers on November 17, 2025. According to court documents, agents surrounded Reisini’s car inside a parking lot off The Plaza in Charlotte. The women alleged that the agents followed and chased them in their car to a dead end street. Once their car was stopped, agents ran towards the car windows and smashed them until the glass broke. One of the officers brandished a rifle close to Reisini’s face and banged its barrel on the window.
The officers allegedly ignored that there was an empty car seat at the back of the vehicle, which indicated that the two women were toddler moms. They continued to allegedly harass and arrest the two women, one of whom was just ten days post-surgery at the time. Roos and Reisini were kept in custody at the FBI office for hours, with their hands zip-tied.

According to the lawsuit, the unlawful arrest of Roos and Reisini coincided with the week-long immigration enforcement operation in Charlotte. The phase was officially known as ‘Operation Charlotte’s Web’, which was a five-day sweep conducted by U.S. Customs and Border Protection. They had made about 425 arrests throughout the week.
Incidentally, the moment of the women getting arrested was captured on camera by someone inside a townhome that lined the road. The clip, which later went viral on social media, clearly reflected the brute force used by the patrolling officers on the car of the Roos and Reisini. The then-commander-at-large, Officer Gregory Bovino, responded to the incident with a chilling choice of words. He had claimed, “Excellent arrests for assault on a federal officer.”
After being held for hours at the FBI office, Roos and Reisini were eventually released. Charges against the women for allegedly assaulting an officer also got dropped. The agents dropped them at a nearby Waffle House eatery.
Roos And Reisini’s Attorneys Cite Federal Tort Claims Act
A letter sent to federal departments and agencies, the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), CBP and Border Patrol, ICE, CBP, and Border Patrol, by the attorneys representing Roos and Reisini cited the Federal Tort Claims Act. It allows an individual to file claims when a federal employee has either injured them or damaged their property.
Their defense said the two women were on their way to a Winter Wonderland event when they were chased by federal agents. Meanwhile, Bovino, who led the chase, later said he was not worried about his officers brandishing rifles at the women. Speaking with The New York Times, Bovino said: “I’m more worried about the officer getting hurt or killed or the public getting hurt or killed, not necessarily the suspect.”
