Sending those letters formally begins the procedure for opening the clusters, the source said.

Ireland, which currently holds the presidency of the Council of the European Union, wants to begin preparations for opening the next clusters for Ukraine and Moldova before the summer recess, or at least launch work on one cluster, European Pravda reported.

The goal is to hold the corresponding intergovernmental conference in September.

Under the most optimistic scenario, all negotiation clusters would be opened by the end of 2026, at a rate of one per month.

COELA will hold its final meeting before the summer recess on July 22. Its next meeting is tentatively scheduled for Sept. 1.

Hungary blocked the start of the process to open negotiation clusters two and three for Ukraine during a COELA meeting on July 17, European Pravda previously reported, citing sources.

The European Union formally opened the sixth negotiation cluster with Ukraine, covering external relations, on July 14.

The first negotiation cluster for Ukraine and Moldova, Fundamentals, was formally opened in Luxembourg on June 15.
