Flock Safety cameras are evolving beyond license plate recognition with technologies like SignalTrace that can correlate Bluetooth device identifiers with vehicles. Here's what the technology does, what it doesn't do, and why it has become a growing privacy debate.

As public surveillance technology evolves, the debate is no longer simply about license plates. Increasingly, it is about the digital fingerprints we unknowingly carry everywhere we go.

For years, automated license plate reader (ALPR) systems have quietly spread across the United States. Mounted on utility poles, intersections, neighborhood entrances, shopping centers, schools, and highways, these cameras were originally marketed as tools to help law enforcement locate stolen vehicles, find missing persons, and investigate serious crimes.

Today, however, a new layer of technology is beginning to expand what these systems can do.

Recent reporting and product demonstrations indicate that Bluetooth and wireless signal collection technology—such as Leonardo's SignalTrace platform—is being integrated with some license plate reader ecosystems, allowing investigators to associate wireless devices traveling with a vehicle over time. While not every Flock camera has this capability, and deployment varies by jurisdiction, the technology signals a significant shift in how modern surveillance may operate.

License Plates Were Only the Beginning

Traditional license plate readers are relatively straightforward.

Every time a vehicle passes a camera, the system records information such as:

  • The license plate number
  • Date and time
  • GPS location
  • Direction of travel
  • Vehicle make
  • Model
  • Color
  • Distinguishing characteristics

Modern systems have become remarkably sophisticated. Even when a plate cannot be read because it is dirty, damaged, or obscured, many platforms can search by what Flock calls a "Vehicle Signature"—a combination of characteristics such as body style, color, roof racks, bumper stickers, wheels, or other identifying features. Instead of asking investigators to remember a plate number, they can now search for "white Ford pickup with ladder rack seen between 2 p.m. and 4 p.m."

That capability alone dramatically increases investigative power.

Enter SignalTrace

The newest development goes several steps further.

SignalTrace is an add-on sensor developed by Leonardo that can be mounted alongside compatible license plate reader infrastructure. Rather than photographing vehicles, it detects wireless identifiers emitted by nearby Bluetooth-enabled devices and other radio-frequency technologies. According to reporting and product descriptions, it is designed to correlate those identifiers with vehicles observed by ALPR systems over repeated encounters.

These devices may include:

  • Smartphones
  • Smartwatches
  • Wireless earbuds
  • Fitness trackers
  • Vehicle infotainment systems
  • Bluetooth-enabled accessories
  • Some connected automotive systems

It is important to understand that the system is not reading your text messages, listening to phone calls, or accessing the contents of your phone. Instead, it detects unique device identifiers that are broadcast as part of normal wireless communication.

Think of it less like reading a diary and more like recognizing a recurring digital beacon.

Building a Digital Fingerprint

One Bluetooth identifier by itself says very little.

Five identifiers traveling together every weekday at the same time become much more revealing.

Imagine your car consistently contains:

  • Your phone
  • Your smartwatch/smart ring etc.
  • Your wireless earbuds
  • Your vehicle Bluetooth system

That unique combination becomes an electronic signature.

Now imagine another phone suddenly appears with yours every Friday evening.

Or one device disappears permanently.

Or two vehicles repeatedly share the same collection of devices.

Over time, software can identify patterns of association without necessarily knowing the identities of the people involved at the outset. This type of correlation is one of the capabilities being promoted for investigative use.

Why Investigators Find This Valuable

From a law enforcement perspective, the appeal is obvious.

Suppose investigators are searching for a robbery suspect.

The license plate is unreadable or fake.

However, surveillance shows the suspect's vehicle repeatedly traveling with the same Bluetooth device.

Weeks later, a different vehicle appears carrying that same device.

Investigators may infer a connection worth investigating.

Likewise, if someone changes vehicles, borrows a friend's car, rents a vehicle, or removes their license plate, recurring wireless identifiers could potentially help connect those movements over time.

For investigators solving violent crimes, kidnappings, or serial offenses, these tools could provide leads that previously did not exist.

That potential explains why agencies are interested in the technology.

Why Privacy Advocates Are Concerned

The same capabilities that make the technology useful for criminal investigations also raise important civil liberties questions.

Privacy organizations have expressed concern that long-term collection of wireless identifiers could allow authorities to reconstruct patterns of everyday life, even when individuals are not suspected of a crime. These concerns focus on how much location history can be inferred when multiple data sources are linked together.

Questions being debated include:

  • How long should data be stored?
  • Who is allowed to search it?
  • Can it be shared across agencies?
  • What oversight exists?
  • Can innocent people become part of searchable databases simply because they were nearby?

These are policy questions that many legislatures and courts continue to examine.

What Flock Says About Privacy

Flock Safety states that its systems are designed with privacy safeguards.

According to the company's transparency materials, its standard license plate reader platform does not perform facial recognition or identify people by race or gender. The company also states that searches require documented reasons, access is audited, and many deployments retain data for approximately 30 days, although retention policies can vary depending on the customer and applicable law.

At the same time, independent reporting has highlighted the growing integration of additional investigative tools, including Bluetooth correlation technologies, which has expanded the broader public discussion about surveillance capabilities.

What This Means for Everyday Drivers

For most people, nothing about their daily routine will appear different.

The camera on the utility pole still looks like...a camera on a utility pole.

What is changing is the amount of contextual information that modern surveillance systems may be able to associate with a passing vehicle.

Increasingly, investigators are not simply asking:

"Which car drove by?"

They may also be able to ask:

  • Which wireless devices were traveling with it?
  • Have those same devices appeared elsewhere?
  • Which vehicles routinely travel together?
  • Has this digital signature appeared in another investigation?

This represents a shift from identifying vehicles to identifying patterns of movement and association.

Should You Be Concerned?

The answer depends largely on your perspective.

Supporters argue these systems help recover stolen vehicles, locate missing children, solve violent crimes, and identify repeat offenders more quickly than traditional investigative methods.

Critics counter that technologies capable of continuously collecting and correlating location-related data must be accompanied by strong oversight, transparent policies, limited retention periods, independent auditing, and clear legal safeguards to prevent misuse.

Both perspectives recognize the technology's power—they simply differ on where the appropriate balance should be drawn.

"Flock Safety and other automated license plate reader systems have been credited with assisting law enforcement in numerous missing-child and AMBER Alert investigations. While the company reports that agencies using its technology helped locate more than 10,000 missing persons in 2025, it does not publish a verified count of missing children recovered solely because of its cameras."

The Bigger Picture

Surveillance technology is evolving faster than many people realize.

What began as cameras reading license plates is gradually becoming a network capable of connecting vehicles, locations, timestamps, wireless device identifiers, and travel patterns into increasingly detailed investigative datasets.

Whether this ultimately makes communities safer, erodes personal privacy, or achieves some balance between the two will depend less on the technology itself than on the policies, oversight, and accountability that govern its use.

One thing, however, is becoming increasingly clear: in the digital age, our cars are no longer the only things leaving tracks behind.
