House Majority Whip Tom Emmer, R-Minn., told Newsmax on Wednesday that strong Republican voter enthusiasm, fueled by President Donald Trump's agenda, gives the GOP confidence it can defy historical midterm trends and hold its House majority this fall.
Appearing on “American Agenda,” Emmer pointed to a recent HarrisX survey that he said showed unusually high enthusiasm among Republican voters months before Election Day.
"Usually, you have an enthusiasm gap right now, and it doesn't close until sometime in September, October," Emmer said.
"The MAGA Republicans, eight to nine out of 10 of them are planning on voting in the midterms," he said.
Emmer argued the finding undercuts a longstanding political assumption.
"Those ... are the MAGA Republicans, the Trump voters that we've been told for two years aren't going to show up without President Trump on the ballot," he said.
He added that broader Republican turnout also appears robust.
"You look at Republicans and Democrats and seven to eight, eight out of 10 of each are planning on voting already here in July," Emmer said. "There is a ton of enthusiasm out there."
According to the HarrisX poll conducted after the NATO summit in Turkey, roughly 85% of self-described MAGA Republicans said they would definitely or probably vote in the November midterms, compared with lower shares of Democrats and independents.
Emmer attributed that enthusiasm to Trump's policies rather than partisan animosity.
"It's about President Trump and his America-first policies," he said.
"It's about sealing the southern border. It's about an economy that is starting to work for everyone," he continued.
Emmer cited rising real wages and stronger consumer spending among lower-income Americans, arguing that voters increasingly believe they are better off than they were under former President Joe Biden.
"If their perception is they're in a better place than they were under Joe Biden, and they see a bright future, guess what, guys, we're going to hold the House, we're going to hold the Senate, and we're going to finish out Trump's term in style," Emmer said.
Asked about Americans still struggling with inflation and higher gas prices, Emmer acknowledged some households continue to face financial pressure but predicted economic conditions and public perceptions would soon converge.
"I believe ... by early September, those two things, the perception of their economic reality and literally the economic reality are going to be intersecting," he said.
Emmer's comments came as Democrats continue to grapple with weak party ratings.
A Quinnipiac University poll released in May found just 20% of voters viewed the Democratic Party favorably, while 72% held an unfavorable opinion.
